DELHI: The Union Public Service Commission, i.e. UPSC 2014 exam notification was expected to be  declared on 17th May 2014. UPSC will invite the application for the Civil Services Preliminary Examination, which will be held  on 24th August 2014 and the last date for receipts of application expected to be 16th June 2014.   The preliminary exam will be conducted under the rules published by the Department of Personnel & Training in the Gazette of India.  

 The eligibility criteria of the candidate applying for this preliminary examination includes the candidates should be an Indian national and between 21 to 32 years of age as on August 1, 2014.   The candidates must possess a degree of any of universities incorporated by an Act of the Central or State Legislature in India or any other educational institutions recognized by an Act of Parliament or declared to be deemed as a University under the Section-3 of the University Grants Commission Act.   Candidates can apply online for the Civil Services Preliminary Examination through the website http://www.upsconline.nic.in.

Working Scenario Of UPSC

UPSC, Union Public Service Commission is an organization that conducts various different examinations for different government departments.

வழி 3: தினமும் ஆங்கில நாளிதழ்கள், புத்தகங்களை படிக்கும் பழக்கத்தை கொண்டு வாருங்கள். இந்திய அரசின் வெளியீடான "இந்தியா இயர் புக் 2010'  ("India Year Book  2010') என்ற புத்தகத்தை வாங்கி படியுங்கள். இப்புத்தகத்தில் இந்த ஆண்டு நடந்த முக்கிய நிகழ்வுகள், அரசியல் நிகழ்வுகள், விளையாட்டு உள்ளிட்ட அனைத்தும் கொடுக்கப்பட்டிருக்கும். இது உங்களுடைய செயல்திறன் தேர்விற்கு உதவியாக இருக்கும். 

வழி 4: நன்கு பயிற்சி அளிக்கக்கூடிய பயிற்சியளிப்பு நிறுவனத்தை (கோச்சிங் சென்டர்) தேர்வு செய்யுங்கள். அத்தகைய நிறுவனங்களில் பயில்வதன் மூலம், சுருக்கமாக கணிதத்திற்கு விடை சொல்லும் விதம், ஆங்கில நுணுக்கங்கள் போன்றவற்றை அறியலாம். அவர்கள் தரும் புத்தகங்கள் நமக்கு தற்போதைய நிகழ்வுகளை அறிய பயன்படும். சில நிறுவனங்கள் பல முறை செயல்திறன் தேர்வுகளை அங்கு படிக்கும் மாணவர்களுக்கு நடத்துகின்றனர். இதன் மூலம் அந்த தேர்வின் மீது உள்ள பயம் விலகும்.

வி.ஏ.ஓ. தேர்வு ரகசியம்!

                    தமிழ்நாடு அரசு பணியாளர் தேர்வாணையம் கிராம நிர்வாக அலுவலர் (வி.ஏ.ஓ) பணிக்கான அறிவிப்பினை வெளியிட்டுள்ளதை அறிவீர்கள். இவ்வறிவிப்பின் மூலம் வி.ஏ.ஓ. பதவிக்கு தகுதியுடையவர்கள் தேர்ந்தெடுக்க எழுத்துத் தேர்வு நடத்தப்பட உள்ளது. இத்தேர்வுக்கான மொத்த மதிப்பெண்கள் 300 ஆகும். இவற்றை பொது அறிவு பாடத்திலிருந்து 100 கேள்விகளும், பொதுத்தமிழ் பாடத்திலிருந்து 100 கேள்விகளும் கேட்கப்படும். அதன்படி ஒரு கேள்விக்கு 1.5 மதிப்பெண்கள் வழங்கப்படும். இவற்றுள் அதிகமான சரியான விடைகளை யார் அளிக் கிறார்களோ அவர்களே வெற்றி பெற முடியும். இதில் ஐ.ஏ.எஸ்., வங்கி, இரயில்வே தேர்வுகள் போன்று நெகடிவ் மதிப்பெண்கள் கிடையாது. இத்தேர்வில் ஒருவர்  வெற்றிப் பெற்று வி.ஏ.ஓ. ஆக வேண்டுமெனில் தமிழ் பாடத்தில் 100  வினாக்களுக்கு சரியான  விடைகளையும், பொது அறிவு பாடத்தில் 85 வினாக்களுக்கு சரியாகவும், ஆக மொத்தம் 200 வினாக்களில் 185 கேள்விகளுக்கு சரியான பதில் தருபவர்கள் உறுதியாக  வெற்ற பெற முடியும். 

அது சரி, பயிற்சி மையங்களுக்கு செல்லாமல், தனியாக தயார் செய்பவர்களால் இந்த அளவுக்கு மதிப்பெண்களை பெற முடியுமா? என்றால் முடியும். நிச்சயம் உங்களால் வெற்றி பெற முடியும். எந்த பயிற்சி மையங் களிலும் சென்று படிக்காமல் 190 கேள்விகளுக்கு மேல் சரியாக பதில் தர உங்களால் முடியும்.  அதற்கு வழிகாட்டவும், உதவி செய்யவும் “பொது அறிவு உலகம்’  தயாராக உள்ளது.      அதற்கு நீங்கள் செய்ய வேண்டியது, இத்தேர்வின் போக்கினை நன்கு புரிந்துக் கொண்டு அதற்கேற்ற முறையில் படிக்க     வேண்டும். பயிற்சி செய்ய வேண்டும்.  இத்தேர்வில் 200 கேள்விகள் எப்படி கேட்கப் படுகின்றன, அதற்கு எப்படி தயார் செய்வது என்பதை பார்ப்போம்.

பொது அறிவும், பொதுத்தமிழும்

பொது அறிவுக்கான 100 வினாக்களும்  டி.என்.பி.எஸ்.சி.-யின் சிலபஸின்படி    கேட்கப்பட்டாலும், அவை மிக நுட்பமாக ஆராய்ந்தோமெனில் பின்வருமாறுதான்    கேட்கப்படுகின்றன. இந்திய வரலாறு மற்றும் இந்திய விடுதலைப் போராட்டம் பாடத்திலிருந்து 6 அல்லது 7 கேள்விகள், புவியியல் பாடத்தில் பொதுப் புவியியல், தமிழக புவியியல், இந்திய புவியியல் உட்பட 7 கேள்விகள் கேட்கப்படுகின்றன. இந்திய  அரசிய லமைப்பு-8, இந்திய பொருளாதாரம்-8, இயற்பியல்-4, வேதியியல்-4, உயிரியல்-12, புள்ளியியல்-4        அல்லது 3, அறிவுக்கூர்மை (கணிதம்)-8, இந்தியப் பொது அறிவு-5, நடப்பு நிகழ்வுகள்-8, அறிவியல்-2, கம்ப்யூட்டர்-2, இந்தியப் பண்பாடு-3, தமிழக பொது அறிவு-7, தமிழக வரலாறு-6, தமிழ் இலக்கிய வரலாறு-3 என்றவாறு கேள்விகள் கேட்கப்படுகின்றன. இதை பார்த்ததும் ஒவ்வொரு பாடத்திலிருந்து இவ்வளவு கேள்விகள் தானா என நீங்கள் எண்ணக்கூடும். ஆனால் 1 கேள்விக்கூட உங்களின் வெற்றி தோல்வியை தீர்மானிக்கும் சக்தியுடையது, நீங்கள் இத்தேர்வில் வெற்றிப் பெற வேண்டுமானால் அனைத்து கேள்விக்கும் பதில் தெரிந்து வைத்திருக்க வேண்டும் என்ற நோக்கில்தான் படிக்க வேண்டும்.

அடுத்து பொதுத்தமிழ் பார்ப்போம்.  டி.என்.பி.எஸ்.சி அறிவித்துள்ள பொதுத்தமிழ் சிலபஸானது, 20 பாடக்குறிப்புகள் உள்ள டக்கியது. அதில் ஒவ்வொன்றுக்கும் 5 கேள்விகள் வீதம் மொத்தம் 100 வினாக்கள் கேட்கப்படுகின்றன.

படிக்கும் முறை

வெற்றியாளர்கள் புதிதாக எதையும் செய்வதில்லை. மற்றவர்கள் செய்வதையே புதுமையாக செய்கிறார்கள். அதுபோல நீங்கள் வெற்றிபெற்றே தீர வேண்டுமானால் புதிய முறையில் தேர்வை அணுக வேண்டியது        அவசியம். முதலில் இத்தேர்வுக்கான வினாக்கள் அனைத்தும் 6 முதல் 10-ம் வகுப்பு வரையுள்ள தமிழ்நாட்டு அரசு பாடநூல் நிறுவனத்தின் பாட நூல்களிலிருந்தே கேட்கப்படுகின்றது என்பது உண்மை. ஆனாலும் கம்ப்யூட்டர், புள்ளியியல், அறவியல், இந்தியப் பண்பாடு, தமிழ் இலக்கிய வரலாறு ஆகியவை 11, 12-ம் வகுப்பு பாடநூல்கள். இந்திய பொது அறிவு, தமிழ்நாடு பொது அறிவு, நடப்பு நிகழ்வுகள் போன்றவை வெளியிலிருந்து கேட்கப்படும் வினாக்கள். அதனால் பாடநூல்களை முழுவது மாக படித்து கொள்ளுங்கள்.  சிலபஸ் உள்ளடக்கிய (பாடநூல்கள் மற்ற முக்கிய நூல்கள்) அனைத்து பாடக்குறிப்புகளையும் “பொது அறிவு உலகம்’ இதழில் விரிவாக தந்து வரு கிறோம். அதனையும் சேர்த்து படித்து கொள்ளுங்கள். அதன் பின்னர், பொது அறிவு உலகம் வெளியிடும் 5 யஆஞ தேர்வு சிறப் பிதழ்களில், தேர்வுக்கு கேட்கப்படவுள்ள மிக மிக முக்கிய வினா-விடைகள், அடிக்கடி     கேட்கப்படும் முந்தைய தேர்வு வினா-விடைகள், மிக முக்கியமான டி.என்.பி.எஸ்.சி கேள்விகளை தயாரிக்கும் அதே முறையில் அதே நூல்    களிலிருந்து 15,000-த்திற்கும் மேற்பட்ட  வினா-விடைகளை 5 சிறப்பிதழ்களாக வெளியிட்டு வருகிறோம். இவற்றை அனைத் தையும் வாங்கி பயிற்சி செய்யுங்கள்.

மாதிரி தேர்வுகள்

படித்துக்கொண்டே இருந்தால் சோர்வுதான் வரும். ஒவ்வொரு பாடத்தையும் படித்து முடித்தவுடன்யஆஞ  சிறப்பிதழை கொண்டு மாதிரி தேர்வு எழுதி பாருங்கள்.  உங்களை நீங்களே சோதித்துக் கொண்டால், எப்படி படித்துள்ளீர்கள், இன்னும் எப்படி படிக்க வேண்டும் என்பதை சுய மதிப்பிடலாம். இதன் மூலம்  தேர்வை வென்று விடுவோம் என்ற தைரியமும் கிடைக்கும். அதேபோல் பொதுத்தமிழில் நூறு வினாக்களுக்கும் சரியான மதிப்பெண்களை பெற்றுத்தரும் நோக்கில் “பொதுத்தமிழுக்கான சிறப்பிதழ்’ கல்லூரி பேராசிரியர்களின் துணையுடன் தயாரித்துள்ளோம். இப்போது அச்சில் உள்ளது. விரைவில் வெளிவரும். எமது அனைத்து வெளியீடுகளும் யஆஞ தேர்வுக்கு 100 சதவீதம் பொருந்தும் முறையில் தயாரிக்கப்படுதால்  மிகவும் பயனுள்ளதாக இருக்கும். முந்தைய குரூப்-2, ஊ.ஞ., காவலர், ந.ஒ. தேர்வுகளுக்கு       சிறந்த முறையில் பாடத்தொகுப்புகள் மற்றும் மாதிரி வினா-விடைகள் தொகுப்புகள் வெளி யிட்டுள்ளோம். அவற்றில் அதிக அளவிலான    வினாக்கள் தேர்வுகளில் கேட்கப்பட்டு பாராட்டுக்களையும் பெற்றோம். சமீபத்தில் பிரபலமான நாளிதழ் ஒன்று மார்க்கெட் கைடை படிக்க வேண்டாம் என்று செய்தி வெளியிட்டனர். அதன்பின் அந்த நாளிதழ் வெளியிடும் வி.ஏ.ஓ. தேர்வு மாதிரி வினா-விடை (இணைப்பு) குறிப்பிட்ட சில மார்க்கெட் கைடி லிருந்தே எடுக்கப்பட்டு, வெளியிடப்படுகிறது. அதுபோல இல்லாமல் பொது அறிவு உலகம் மாணவர்கள் நலன் சார்ந்தே வெளிவருகிறது என்பதை அறிவீர்கள்.

விண்ணப்பங்கள் நிராகரிக்கப்படுவதற்கான மிக முக்கிய மூன்று காரணங்கள்  ஒன்று, கையெழுத்திடாமல் விண்ணப்பத்தை அனுப்பி யிருத்தல். இரண்டு, தேர்வுக் கட்டணத்தை செலுத்தாமல் விட்டிருத்தல், குறிப்பாக ஆதிதிராவிடர்/அருந்ததியர், பழங்குடியினர் உடல் ஊனமுற்றோர், ஆதரவற்ற விதவை இவர்களுக்கு தேர்வுக்கட்டணம் செலுத்துவ திலிருந்து சலுகை அளிக்கப்பட்டுள்ளது.    ஆனால் பிற்படுத்தப்பட்ட மற்றும் மிகவும் பிற் படுத்தப்பட்ட வகுப்பினர், பட்டப்படிப்பு தேர்ச்சி  பெற்றிருப்பின், முதல் மூன்றுமுறை மட்டும் தேர்வுக் கட்டணம் செலுத்தத் தேவை யில்லை. பட்டப்படிப்பு இல்லாமல் +2,          அல்லது 10-ம் வகுப்பு தேர்ச்சிப் பெற்றிருந்தால் கட்டாயம் தேர்வுக் கட்டணத்தை செலுத்தி யிருக்க வேண்டும். இல்லையெனில் அவர்கள் விண்ணப்பங்கள் நிராகரிக்கப்படும். மூன்றாவ தாக சான்றிதழ்களில் முறைகேடு செய்தவர்கள். இவைகள் தவிர மற்ற எந்தவொரு காரணத்திற் காகவும் உங்களின் விண்ணப்பங்கள் உறுதியாக நிராகரிக்கப்படமாட்டாது. அட்டஸ்டேஷன் வாங்கவில்லை என்றாலோ, விண்ணப்பப் படிவத்தில் தெரியாமல் செய்த சிறியப் பிழை, ஒழுக்கம் மற்றும் நடத்தைச் சான்றிதழ்  அனுப் பாமலிருந்தாலோ இன்னும் எந்த ஒரு காரணத்திற்காகவும் விண்ணப்பங்கள் நிராகரிக்கப் படமாட்டாது. டி.என்.பி.எஸ்.சி சேர்மன் அவர்களும் மற்ற அதிகாரிகளும் மனிதநேயம் கொண்டவர்கள். உங்களின் விண்ணப்பங்களை உங்களின் வாழ்க்கையாக கருதுகிறார்கள். அதனால் விண்ணப்பங்களை நிராகரிக்க மாட்டார்கள்.

அரசு பணி என்பது ஒவ்வொரு மாணவர்களின் கனவாக உள்ளது. இதில், சாதிக்க பல எளிமையான வழிகள் உள்ளன. இம்மாதம் முதல் குரூப் 1 தேர்வுகளும், தொடர்ந்து பல்வேறு தேர்வுகளும் நடக்க உள்ளன. குரூப் 1 தேர்வு, இனி மாநில குடிமைப்பணி என அழைக்கப்படவுள்ளது. குரூப் 1 முதன்மை தேர்வில் தற்போது 4 தாள் கொண்டு வரப்பட்டு குரூப் 2 தேர்விலிருந்த நகராட்சி ஆணையர், சார்பதிவாளர் போன்ற பணி குரூப் 1 தேர்வுக்கு மாற்றப்பட்டுள்ளன.

குரூப் 2 தேர்வில் இருக்கும் வருவாய் ஆய்வாளர் உள்ளிட்ட பணிகள், இதுவரை முதனிலைத்தேர்வு, நேர்முகத்தேர்வு வாயிலாக நிரப்பப்பட்டன. இப்பணிகள், இனி முதனிலைத்தேர்வு, முதன்மைத்தேர்வு, நேர்முகத்தேர்வு கட்டங்களிலும் நிரப்பப்படும். அதாவது, முதனிலைத்தேர்வு கொள்குறி வகையிலும், முதன்மைத்தேர்வு விரிவாக விடையளிக்கும் வகையிலும் அமையும். வி.ஏ.ஓ தேர்வுகளில் இனி கிராம நிர்வாகம், உள்ளாட்சித்துறை சார்ந்த வினாக்கள் இடம்பெறும். குரூப் 4 தேர்வுத் திட்டத்தில் மாற்றம் இல்லை. ஒட்டுமொத்தமாக எல்லாத் தேர்வுகளிலும் மனத்திறன் சம்பந்தப்பட்ட 'ஆப்டிடியூட்' வகை வினாக்கள் (புதிதாக) கட்டாயம் இடம்பெறும்.

* கடைகளில் கிடைக்கும் வழிகாட்டி நூல்களை புரட்டினாலே போதும். நடப்பு நிகழ்வுகள் குறித்த வினாக்களுக்கு முக்கியத்துவம் தரப்படும் என தேர்வாணையம் அறிவித்துள்ளது. இதற்கு விடையளிக்க, தினமும் செய்தித்தாள்களைப் படித்து குறிப்பு எடுக்க வேண்டும். முக்கிய செய்தி, சிறப்பு கட்டுரை, தலையங்கம் ஆகியவற்றை சேகரித்து வைக்க வேண்டும்.

* இந்திய அரசியலமைப்பு மற்றும் ஐந்தாண்டுத் திட்டங்களில் குறைந்தது 5 கேள்வி தவறாமல் இடம்பெறும். முக்கிய அரசியலமைப்பு சட்ட திருத்தங்கள், பிரிவுகள் ஆகியவை பற்றிய பட்டியலை சொந்தமாக தயார் செய்து வைத்து கொள்ளலாம்.

* அறிவியல் பாடங்களை படிக்கும்போது, அதன் நடைமுறை, பயன்பாடுகளை தெரிந்து கொள்ள வேண்டும். கம்ப்யூட்டர் சயின்சில் அடிப்படையாக 2 கேள்வி இருக்கும். இதற்கு கம்ப்யூட்டர் குறித்த இயல்பான அறிவே போதும்.

* மொழிப்பாடம் விருப்ப பாடமாக தேர்வு செய்வதில் குழப்பம் வேண்டாம். ஆரம்பம் முதல் ஆங்கிலத்தில் படித்து புலமை பெற்றவர்கள் ஆங்கிலத்தை தேர்ந்தெடுக்கலாம். தமிழ் வழியில் படித்தவர்கள் தமிழைத் தேர்ந்தெடுக்கலாம்.

* பாடவாரியாக அட்டவணை தயார் செய்து கொண்டு, தேர்வுக்கு முன் குறைந்தபட்சம் 10 மாதிரி தேர்வுகளை எழுத வேண்டும். பழைய வினாத்தாள், டி.என்.பி.எஸ்.சி., இணையதளத்திலேயே கிடைக்கின்றன. 'சி-சார்ட்' வினாக்களை பொறுத்த வரை, சொந்தமாக படிக்க முடியாது என்பதால், பயிற்சி மையத்தில் படிக்கலாம்.
